The process of providing Special Inspections in the NYC area is governed by chapter 17 of the NYC DOB Building code. This chapter shall govern the inspection of quality, workmanship, and requirements for construction. Materials, inspection, and testing shall conform to the applicable standards listed in this code or the rules of the department. NYC Building code defines special inspections as the Inspection of selected materials, equipment, installation, fabrication, erection, or placement of components and connections, to ensure compliance with approved construction documents and referenced standards as required by this chapter or elsewhere in this code or its referenced standards
Qualification of Special Inspector
Individuals and organizations performing or supervising the Special inspections in NYC must obtain a Special Inspection Agency Registration Number along with all the Special inspectors hired to perform special inspections must possess certain qualifications as described by Appendix A. There are two types of special inspections
1-Special Inspection continuous
The full-time observation of work requires special inspection by a special inspector who is continuously present in the area where the work is being performed.
2-Periodic Special Inspections
The intermittent observation of work requiring special inspection by a special inspector who is present in the area where the work has been or is being performed and after the work. All work requiring special inspection shall remain accessible and exposed until approved by the special inspector.
When should someone call for special inspections:
This is a most frequently asked question and here is the answer as per the NYC Building department. Special Inspections are conducted during the construction process to verify that work is being done per approved plans and specifications. Special Inspections must be performed by Special Inspectors on behalf of a Special Inspection Agency
Insurance requirements for special Inspections
1. Professional Liability /Errors and Omissions Insurance Policy for a minimum of $500,000 (occurrence based), for the term of the registration.
2. Insurance required by the provisions of the New York State Workers’ Compensation and Disability Law. All Special Inspection Agencies must have workers’ compensation insurance or a waiver.
3. General liability insurance of at least $1,000,000 per occurrence is already required for licensed trades.
